I suppose it varies from state to state. I caused a similar accident. I was turning left onto a 2 lane road, didn't see the other car coming because I was blinded by the setting sun. She swerved to miss me and lost control of her car. She went tearing through a field of scrub oak, pulled back onto the road, and kept on going. I flagged them down to see if they were ok and to exchange info. I even offered to call the police, but they got defensive. I gave them my insurance guy's phone number. They called him, and he asked the driver for a copy of her DL and insurance. That was the last that was heard of them. The theory is that they had no liscence, insurance, and/or green card. But anyways, my agent said it wasn't that big of a deal because we didn't make contact, and that I shouldn't worry about it. FWIW
